Job Description Proposal Engineer / Offshore Methods Engineer: - Study tender documentation in order to gain a clear overall understanding of the offshore installation works. - Prepares & issue Sub-contract Invitation to Bid Docs. Respond bid clarifications. Evaluates Bids technically & commercially. Compile Bid Tabulations with recommendations, to include in Resume. - Review Subcontract Bid tabulations to assess the technical/commercial merit of the recommended Bids. - Liaises with other departments to ensure consolidation of Technical & Commercial inputs. - Attend Client Meetings to clarify technical and commercial issues. - Prepares Offshore Commercial Estimates based on Tender Scope of Work. - Coordinate with Offshore Operations to finalize manpower; Commercial Input. - Prepares Tender Resume Commercial Estimate for review by Estimation Director and finalize the same. - Prepares Technical and Commercial Proposals in line with Client requirements and obtain Manager’s approval in order to submit on time. - Following award of Contract, prepares Technical Handover and Commercial Handover Documents and issue to relevant operational Departments. - Interacts with Client for reviewing and signing of final Contract Agreement. - Compliance in accordance with HSE Standard / Quality Standards.

Skills Required - Degree in Engineering, preferably Mechanical, Electrical & Instrumentation or Civil. - 5 year’s Experience in the Proposal / Estimation function in offshore Oil & Gas Sector. Project Management experience will be an advantage. - Sound multidiscipline technical knowledge of offshore installation works viz Jacket, Deck, Pipeline, Hook-up & Modification. - Well developed planning and organizational skills. - Good Analytical skills and Time management awareness. - Good presentation skills. - Strong commercial awareness and Knowledge of contractual matters. - Integrity, dedication and loyalty. - Good Computer skills Knowledge of automation and improved estimation techniques. - Good communication skills (written and spoken English) with report-writing skills. - Self-motivated, Proactive and a good team leader. - Safety and quality conscious.
